Time zone
A region that keeps the same clock time, set as an offset from UTC.
When it is 15:00 in London, it is already evening in Tokyo. Daylight saving time moves the offset twice a year in many places, which is why converting by hand goes wrong.
Name the cities and Ratio does the conversion, including daylight saving.
